ICE Detainer Holding Toms River Kidnap, Assault Suspect in Jail

A detainer from U.S. Immigration and Customs Enforcement (ICE) is keeping a kidnapping suspect behind bars following his arrest on a slew of crimes resulting from an encounter in the parking lot of the Toms River Aldi supermarket.

The suspect, identified as Luis Morenogutierrez, 21, was apprehended by the Englewood Police Department and transported to Toms River Police Headquarters over the Feb. 25 incident, in which he is accused of kidnapping a woman at knifepoint before assaulting her and leaving her unconscious at another location. He was described as an “acquaintance” of the victim.



The victim received medical treatment at a local hospital for her injuries.

Little is known about the nature of the detainer issued by ICE. In order for such a detainer to be issued, the suspect in a crime must be a “removable non-citizen.” Shorebeat has reached out to ICE to ascertain the nature of the detainer.

In the mean time, Morenogutierrez – whose national citizenship was not listed in jail records – is charged with kidnapping and flight, aggravated assault, unlawful possession of a weapon, and possession of a weapon for an unlawful purpose.

He remains in the Ocean County Jail.
